Asefave Calls for More Favorable Tax Policies to Boost Rehabilitation and Energy Efficiency in Spain

The Spanish Association of Manufacturers of Light Façades and Windows (ASEFAVE) has issued an urgent call for a VAT reduction as part of a comprehensive strategy to promote energy efficiency in the country. This request comes in response to the ineffectiveness of current incentive mechanisms aimed at the rehabilitation and energy efficiency of buildings, which have been apparent in the use of Next Generation Funds. These funds have not met expectations due to administrative problems and limitations in applying for aid.

According to ASEFAVE, excessive bureaucracy and complications in justifying documentation have made accessing European aid a disappointing process. The association warns that for Spain to achieve the ambitious targets set in the national rehabilitation plans, it is crucial to implement more effective stimulus measures that facilitate building rehabilitation.

To revitalize the sector, ASEFAVE has proposed several fiscal measures. Among these is the implementation of reduced or super-reduced VAT on energy rehabilitation actions, the elimination of the 40% limit on materials to benefit from a reduced rate, and the reinstatement of income tax deductions at both the state level and through collaboration with the Autonomous Communities.

The association also requires clarification on the tax consideration of Energy Saving Certificates to integrate them properly into rehabilitation operations, of particular interest for residential and tertiary sectors. ASEFAVE trusts that adopting these proposals would not only promote large-scale rehabilitation but also improve the sustainability and efficiency of Spain’s building stock.

In this context, ASEFAVE hopes to meet with representatives from the Ministry of Finance to formally present these proposals and work on creating a fiscal framework that acts as a transformation engine for the construction sector in the country. Founded in 1977, ASEFAVE brings together significant manufacturers and suppliers in the sector, coordinating their claims and common interests. The current Board of Directors is led by Miguel Robles, joined by Carlos Subías and Pablo Rodríguez.
