More than 4.1 Million People Under Temporary Protection in July: A Record Global Figure

On July 31, 2024, just over 4.1 million non-EU citizens who had fled from Ukraine as a result of Russia’s aggression war had temporary protection status in the EU.

The EU countries hosting the highest number of beneficiaries of temporary protection from Ukraine at the end of July 2024 were Germany (1,110,600 people; 26.9% of the total in the EU), Poland (976,205; 23.7%), and Czechia (369,610; 9.0%).

Compared to the end of June 2024, the largest absolute increases in the number of beneficiaries were observed in Poland (+10,430; +1.1%), Czechia (+8,834; +2.4%), and Romania (+4,250; +2.6%). The number of beneficiaries decreased in Luxembourg (-470; -11.0%) and France (-470; -0.8%). Starting in July 2024, Germany removed from the report those under temporary protection whose status was no longer valid because they had obtained another type of protection or had permanently left German territory. This led to a significant decrease in the number of people under temporary protection reported by Germany, with a reduction of 236,925 people (-17.6%).

Relative to the population of each EU country, the highest ratios of temporary protection beneficiaries per thousand people at the end of July 2024 were observed in Czechia (33.9), Lithuania (27.4), and Poland (26.7), while the corresponding figure for the EU as a whole was 9.2 per thousand people.

On July 31, 2024, Ukrainian citizens accounted for over 98% of temporary protection beneficiaries. Adult women made up almost half (45.3%) of the temporary protection beneficiaries in the EU. Children accounted for almost a third (32.4%), while adult men comprised just over one-fifth (22.4%) of the total.

The data presented in this article refer to the attribution of temporary protection status based on Council Implementing Decision 2022/382 of March 4, 2022, which established the presence of a massive influx of displaced persons from Ukraine due to Russia’s aggression war, and introduced temporary protection.

On June 25, 2024, the European Council adopted the decision to extend temporary protection for these individuals from March 4, 2025 to March 4, 2026.
