The European Union has taken a significant step by updating its schedule for the implementation of the second-generation smart tachograph, a device that will become mandatory for vehicles dedicated to the transportation of goods and passengers. This technological innovation aims to optimize the control of driving and rest times, which in turn will increase road safety and operational efficiency in the transportation sector.
Under current regulations, carriers and fleet companies must adhere to a series of established deadlines. Until December 31, 2024, all international transport vehicles still using analog or first-generation tachographs must be replaced by the new model. For vehicles registered between 2019 and August 2023, the deadline is extended until August 18, 2025. From August 21, 2023, all new vehicles are required to be equipped with this system from their entry into service.
In order to facilitate this transition, a two-month awareness period has been stipulated. Penalties for non-compliance will not be enforced until March 1, 2025, providing carriers and operators with a grace period to complete the installation of the device without fear of facing fines. This measure was adopted in response to supply issues that could have hindered the proper adaptation to the new regulations.
The second-generation smart tachograph introduces multiple innovations, such as automatic geolocation, an increased storage capacity, real-time data transmission, and interoperability that ensures consistent control throughout the European Union. These features are designed to facilitate monitoring and ensure regulatory compliance, thus reducing the risk of fraudulent manipulations.
However, adapting to this new regulation poses significant challenges for transportation companies, especially those with large fleets, as they will need to make investments in both updating tachographs and training their staff. In response to these concerns, the European Commission has launched awareness and advisory campaigns, although industry associations are calling for greater clarity in implementation and additional economic support, especially for small and medium-sized enterprises that may face greater difficulties in their adaptation.
Despite these challenges, the implementation of the new tachograph is expected to generate significant benefits, including increased road safety through better tracking of driving times, automated compliance with regulations, and optimization in logistical planning.
