The CIFE Foundation brings together Administration, Companies, and Unions to Defend the Right to Vocational Training.

The Foundation for Quality and Innovation in Training and Employment (CIFE) organized a conference in Madrid titled ‘The right to training for work’, with the main objective of emphasizing the need to ensure effective and accessible vocational training for all Spanish workers. This meeting brought together representatives from the government, companies, and trade unions, who discussed the key factors to ensure the right to training and stressed the importance of social dialogue.

The event featured prominent speakers who analyzed the role of the various actors involved in the vocational training system. Javier Cantera, president of the People and Companies Foundation and AUREN Consultancy, welcomed the attendees. Valeriano Gómez, president of the CIFE Foundation, highlighted the efforts made to improve the training system in the country. In his presentation titled “The right to training for work. A strategic proposal”, Gómez emphasized the Danish experience in job training and the need to optimize the use of available funds. Among the key elements identified to progress in this area, he mentioned the importance of having adequate financial resources, improving infrastructure, access to training opportunities, and an appropriate duration of training. He also advocated for strengthening collaboration with private providers and exploring program contracts to meet training needs.

Mikel Torres, deputy second vice president and Minister of Economy, Labor, and Employment of the Basque Government, participated in a roundtable discussion focused on identifying barriers to access to training and proposing solutions to overcome these obstacles. He highlighted the importance of aligning job skills with business needs and facilitating ‘reskilling’ and ‘upskilling’ processes.

Gerardo Gutiérrez Ardoy, general director of the SEPE, emphasized the importance of equitable access to training as a tool to combat inequality, and advocated for collaboration between the public and private sectors as an effective model. Antonio De Luis Acevedo, general manager of FUNDAE, along with other panelists, stressed the urgency of correctly diagnosing the training needs of small and medium-sized enterprises, as well as the need to incorporate 24.6 million immigrants into the Spanish labor market.

The conference also included a roundtable discussion on social dialogue with the participation of Sebastián Pacheco Cortés, Confederation Secretary of Training of UGT, and José Miguel Guerrero, president of the CEOE Training Commission. Both emphasized the need to regulate the right to training and achieve a national agreement in this area.

Closing the event, Juan Chozas, trustee of the People and Companies Foundation, highlighted the challenges facing the training system and the importance of strengthening collaboration between the public and private sectors to effectively address them.

The CIFE Foundation reaffirmed its commitment to the development of effective training policies, adapted to the demands of the labor market and future challenges, in a constantly evolving context.
