Milagros Paniagua, a graduate in Mathematical Sciences and a PhD in Economics, has recently been appointed as a new member of the Board of the Adecco Foundation. This addition is part of the foundation’s ongoing effort to improve the employability of individuals in vulnerable situations.
Paniagua has a solid background in statistics and economics, having been part of the Higher Corps of State Statisticians since 2004. Her career began in the private sector as a software developer, but her passion for evaluating public policies led her to join the National Statistics Institute, where she specialized in data production and analysis.
Among her most significant accomplishments is her work at the Institute for Fiscal Studies, where she developed microsimulation models that allowed for the assessment of the impact of fiscal policies on inequality and poverty. Additionally, she has collaborated with the General Directorate of European Funds and organizations in Latin America and North Africa.
One of her milestones was her participation in the Independent Authority for Fiscal Responsibility (AIReF), where she coordinated the first review of public spending in Spain, known as the “Spending Review.” In this context, Paniagua evaluated the effectiveness of public spending, contributing to the implementation of the Minimum Vital Income.
As the Secretary General for Inclusion Goals and Social Welfare Policies at the Ministry of Inclusion, Social Security, and Migration, she played a crucial role in designing inclusion policies in Spain. Under her supervision, an inclusion lab was created, which launched over 30 experimental projects aimed at improving the quality of life for people in vulnerable situations.
Currently, Paniagua works in the Tax Studies and Statistics Service of the Spanish Tax Agency (AEAT), where she advises on the evaluation of the impact of fiscal policies, integrating advanced technologies such as Artificial Intelligence.
The arrival of Milagros Paniagua at the Board of the Adecco Foundation is considered a significant advancement in the entity’s mission, which has over 25 years of history. Enrique Sánchez, president of the Foundation, has expressed his satisfaction with this new addition, highlighting Paniagua’s knowledge and experience as valuable assets in creating job opportunities for those who need it most. With her joining, the Board is now complete with a total of 11 members working together for a more inclusive and equitable society.
